Kathy, just for the heck of it give the starter motor a few raps with a big screw driver handle.

I am playing catch-up so forgive me if i overlooked a note regarding the following:

Do you have a good multi-meter?
If so, verify that the solenoid is working.
check that it is grounded and receiving 12 from the ignition button on the small post and passing 12v on the big posts when energized in the small posts. I would remove the cable from the post that leads to the starter to eliminate any chance of it turning over while messing with it. It should click audibly.

the other 2 tests i would try:
Manually rotate the starter a few degrees to make sure itnisnt a dead part on the commutator. For safety, disconnect a battery cable when you do this.
Install temporary cables direct to starter and motor ground, slap ends on battery posts. This will arc so should not be done with good cables. This eliminates the entire starting electrical circuit.

Please don't slap the cables to the battery directly. If there is any gassing at the battery, it will explode if it sparks. Attach to the battery, and then to the starter terminal.

SO sorry for leaving you all hanging, gentlemen! I have spent hours and hours on this issue and finally solved it! I took all the wiring apart, all of it, checked all connections, re-did the connections and retaped things. I needed to tidy it up anyhow. I found the problem was a bad ground for the motor. She started up and after some adjusting of the carb needles, was running smoothly in the barrel. (I had rebuilt the carb last year and had never gotten it back out the water to test it there since. I only had the carb put back in but not the face plate or cowl back on.) So with me confident with what the problem was and having it running in the barrel, I took it over to my friends house to gift it to her Friday night. Her kids were climbing in and out of it and having a blast. They were SO excited and couldn't wait to get it on the water but we had rain all day Saturday. Today was the big day: maiden voyage of the S.S. Minnow for her new family!! I was a nervous wreck, I wanted so badly for everything to go well (and I know how many times I've gotten to that dock only to be disappointed with yet another issue). She started up and ran like a trooper. My friend drove it off to their lake lot alone to be sure it was ok and her husband and kids (and I in my car) followed. She made it there ok!! The only glitch was she said it won't go full speed, it only putts along and won't go any faster when she throttles up. I couldn't stay to tinker on it and anyhow the kids wanted to go for a ride even if it was just at slow speed. I thought I"d ask you all what might be causing the issue. Would that be the need to tweak the carb needles on the lake? Is it a throttle issue? Thank you ALL so much for always helping me through this. Your expertise and the time you've taken to assist me is now being passed to another family. I will still help them out whenever I can so I will probably keep coming back here (and I encouraged them to join here too!). I'm attaching a couple pictures of her new family and her splashdown day!

Nice ending to the saga! (High speed needle should be closed, then opened about 3/4 turn. Adjust from there with motor running in gear at or near wide open throttle (two person job)). Lock the needle in place after setting by tightening the jam nut under the knob.

Do a cylinder drop test on it.
Do I leave it running while I removed one plug wire boot, listen to see if that affected performance and then plug the boot back in again, then do the next one? Or should I turn it off before removing the wire boot then turn it back on? When the wire boot is off, does it need to be grounded out to anything. Remember, I'm a scaredy cat when it comes to getting shocked!

Get a good insulated pliers and pull one at a time and see how it affects the running.

We'll do the cylinder test this weekend and also adjust the needle properly. I will let you all know the results. Thank you!

Adjust h.s. needle slowly clockwise (leaner) until the motor slows, then c.clockwise about 1/4 turn. Should be about right. Then tweak the low speed needle to get the best idle.

The high speed needle adjustment is easier, imo, as motor operation varies (slows) pretty clearly -- either too rich or too lean. This assumes your starting point is somewhere close to correct (say, 5/8 to 3/4 open).

LOL, I hate telling anyone I live in Illinois. THE worst and most corrupt state ever. But 90% of the state is farmland and small towns; we are NOT all Chicago (thank God). I lived in the Tampa/Clearwater for several years in the late 80's/early 90's. I missed my change of seasons though. Stay safe during hurricane season!

I know about change of seasons. I'm originally from Northern Wisconsin and don't miss it a bit. Since I moved here I've been through about 8 or 9 hurricanes. O' well.

Turn it off before touching the wires. Yes, ground the disconnected wire

Your first sentence above was correct. Have the motor running and pull one plug wire at a time and see what the motor does. Does it drop in rpm or stay the same. Do this to all the cylinders leaving the motor run using your insulated pliers to do the job. If a cylinder doesn't lose rpm when the plug wire is pulled there is something wrong with it.

Well, what happened ??
I texted her and asked if they'd done any of the things I'd (YOU'D) recommended. She said it was refusing to start. It would try to but wouldn't start. ARGH!!! There's no reason for her to not start..she ran fine for them, though at half throttle, all last weekend. Ugh. I had them check all the basics: wired to the battery correctly, in neutral, kill switch negated, gas can primed, etc. Nothing. My next day that I can go out to the lake with my barrel to water-barrel test it is Tuesday after 5:00 (it's not able to use muffs and they pulled it out of the water onto the trailer after it failed to start.) I'm at my wits end. It should NOT have any issue starting with the new battery and them using it fine (at half throttle last weekend)
