57, 18hp evinrude 4 blade prop bsuhing

I have a 57, 18 hp evinrude with a long shaft and 4 blade prop. I lose power at high rpms and everyone said it was the prop hub/bushing. I know alot of gear case parts are the same as the 25 hp can I use a 3 blade bushing on a 4 blade for the same shaft

Does the motor rev and lose speed at the same time?
Is the motor on a 20" transom?
If you put a waterproof line across the hub and test run it you can tell if the hub is spun.
You can probably have it rehubbed at a prop shop.
