I'm not a fan of cleaning/sanding points. I also don't see any mention of replacing the condensors. I recommend getting an ignition rebuild kit - they aren't expensive.

Also, those motors are very sensitive in regard to point adjustment. You don't have to be far off for them not to run. While you may feel that you were right on the .020 setting, doing so is dependent on the position of the cam. I don't set mine by the has mark on the cam, because I have found that they often seem to off by just a little bit. I prefer to "eyeball" the opening of the points as the crankshaft is rotated. I realize that many will call this method "imprecise," but I have just had better results by using it.

with all do respect....your eyeballs must be amazing!! ive found that even setting points with a feeler guage is only a "ballpark" setting. my example is a 58 johnson , set the points to 020, and the motor ran well, idled ok, but i felt it could be a bit better. so i bought a timing fixture from another member here (F_R), my feeler guage settings were off by at least 10 degrees, and not consistant between cyls. after using the fixture, the motor went from a slow but a bit rough idle and two pulls to start warm, to an amazingly slow smooth idle, and you can pull the cord out six inches and it starts when warm. ( this can be achieved without the fixture, but its a royal pain in the butt, and you can easily loose all your work by bumping the points when re-installing the coils)

I can only tell you my experience with owning 3 of these motors. The oldest was a '65 (still have it) and the newest was a '71. I used to set the points via the hash mark on the cam, but had better results by my "eyeball" method. The proof was in how the motors ran - which was just fine.
