I'm not a fan of cleaning/sanding points. I also don't see any mention of replacing the condensors. I recommend getting an ignition rebuild kit - they aren't expensive.
Also, those motors are very sensitive in regard to point adjustment. You don't have to be far off for them not to run. While you may feel that you were right on the .020 setting, doing so is dependent on the position of the cam. I don't set mine by the has mark on the cam, because I have found that they often seem to off by just a little bit. I prefer to "eyeball" the opening of the points as the crankshaft is rotated. I realize that many will call this method "imprecise," but I have just had better results by using it.
