60 horse merc stalls at apps 2000 rpm plus

Hey all. I have a 1994 Sylvan with a 60 horse Mercury outboard, remote drive elec start. Motor has run well thus far. This morning we went fishing. Nice long run at 3500-4000 rpm for 2 miles after launching. Fished the river for 3-4 hours which meant a drift of roughly 1/4 - 1/2 mile with motor off, then a low speed (no wake) drive back upstream to make another drift. From there, after hours of fishing, we made a run to my mom's house to pick up a saw. This is where the problem occurred.
Left no wake zone, throttled up to appx 3 k rpm. After 20-30 seconds motor went flat and stalled as if you pulled the fuel line off, only quicker. Motor would restart well. It would stall again if I ran at that speed. Upon reaching my mom's house, I filled the oil reservoir just in case there was a shut off for low oil pressure. Ran all the way back to the launch and the motor stayed running as long as it was well below 2000 rpm. At the launch, I found a large amount of raw oil on the back of the motor which apparently never mixed with fuel. Maybe from overfill of the reservoir? During the problem, we tried pumping the fuel line ball, but there was no change. Motor also sounded a little strange while problem was occurring.

Fuel pump??
