60A Circuit Breaker pops on engine shut off

I recently bought a 1995 Chris Craft Concept 23 with a 5.7 Volvo with three circuit breakers mounted on the starboard manifold. If I start up, launch, and then shut off with only a few minutes run time, it will immediately restart. When fully warmed up ( after about 10 min or more) and I shut off, when I turn the ignition to on I have no instrument power and no starter. I can then reset the left breaker, hear a click. immediately hear the fuel pump, and instrument power is back. Then start-up is normal and all systems operate normally until shut down. The system is then unresponsive to the start position of the key. But if I come back the next day I can reset the breaker and all is fine again until it's shut off. I have a working solution but I'm sure there is a limit to how many times this will work.

I have three CBs mounted on a somewhat closed panel above the starboard exhaust manifold and the 60A is the left of the three. I have done Google searches and found a few older Volvo questions that did the same thing on various boards. But, none ever gave a final resolution to their problem.
