60hp evinrude bogging issues

hello everyone, first time poster here. I will try to describe my issue in the best detail possible. motor is bogging down seriously under load. starts fine and once it gets warm it idles ok. but once i give the throttle to it it boggs down and sometimes dies. here is what i have done thus far.

1. compression is good 115 115 113
2. spark is good
3. replaced fuel lines
4. added new inline fuel filter

I have had some buddies tell me different things, carb needs cleaned and that it can be as simple as running the wrong spark plugs. pulled my plugs last night and i am running the wrong plugs. Could this be causing the problem. I am going to do a decarb this weekend as well as get new plugs and see if that helps. any and all info would be appreciated. I am somewhat handy around an outboard and would like to try to nothave to take it into the shop.

forgot to mention that when i pulled the plugs, there were very dirty and almost black with carbon and oil.

high speed jets clogged in the carbs, cleaning and rebuild kit. do this before decarb.

also do decarb before new plugs, as the decarb will destroy the tips on the plugs. decarb then install correct new plugs.

are you using a VRO or do you mix oil/gas in tank? if you use a vro, check oil tank for water or other material. I have a 50 hp had similar problem. would idle fine, but would die 100yds after planing out-water in oil tank.

Vro Pump was taken off and i mix my oil and gas. Update as of today. While it was running I pulled each plug wire. The top one did have a slight drop in rpm but not as drastic as when i pulled the bottom two. there was a change there because when i put the plug wire back on you could hear it pick up a little bit. but like i said, it was not as drastic as the other two. What might this indicate, what should be my next step? My thinking is that it can either be electrical or fuel related. I am with tashasdaddy in thinking it is the carbs but some people have told me it could be electrical. When i drained teh carb bowls today the top carb did have some junk that came out with the fuel. the other two did not.
