60hp evinrude exhaust cover gasket

I have a 1983 60hp evinrude 2cyl that I have water getting in the bottom cyl I told it is probably the exhaust cover gasket as I have good compression. My question is, is it possible to change the gaskets with the powerhead on the motor becouse it looks like the bottom bolts will not come all the way out or is there a way to drop the lower cover????
Any input apperciated

The lower cover can be removed for access.

So is there just some srews from undernieth that hold that on?

Note that the lower cover is in two pieces. Remove the couple of screws that hold the front part and remove it. After that, the rear part is held by 4 screws coming down from above, in the lower pan.

But, I'm not too sure that will get you the access you are looking for. I'm thinking the powerhead has to come off, but stand to be corrected.
