A meter is not critical.....timing the points to fire exactly 180 degrees apart is nice, but a feeler gauge will get you very close. Just set the rubbing block of 1 set of points at the flywheel key, then set the points to 020. Then rotate the flywheel so that the next rubbing block is aligned with the flywheel key and set its gap to 020. Then clean the points with acetone. I like to dip clean paper or business card stock in it and run it through. Now install the flywheel and hand tighten the nut. Set your spark tester to 1/4" and test both cylinders. The spark should jump the gap with a bright blue ZAP!! If not, there is still and issue. Now once you have a hot spark, and good compression, it will be time to fine tune the fuel delivery.
