63' 40hp Johnson, Exhaust housing cracked?

Hi, the issue: I have a lot of exhaust coming out of the pee-hole and barely any water. After messing around with everything and replacing waterpump I still have a lot of exhaust coming out but not much water out of the pee hole. Finally today I was blowing air into the exhaust pipe when I noticed that it was loose and air was coming out of the pee hole. I disassembled the motor to find that all 4 bolts holding the exhaust pipe are half way out and the upper exhaust pipe gasket only had about a 1/4 of it left. So that right there may have been the problem. But while looking at the housing I noticed two openings that I don't think should be there. They are located by the lower exhaust pipe sealing ring (see the images). Now, the question is if this is normal or is my housing toast? If those openings are there they will definitely shoot exhaust up into the cooling system. Thanks.

Huh. I have 4 of those early 60's 40hp's but have never taken them apart to that level so am not sure. But if I had to guess I'd say the holes should not be there as they do not look machined. Do the holes look rusted or machined? Can you patch them? JB weld maybe?

As for the cooling, are you sure the water is getting all the way up to the engine via the pipes and not just dumping out the bottom somewhere?

they look rusted not machined.

The water is getting up there in small quantity but as soon as you rev the engine up there is no water coming out, only exhaust and lots of it...
