63 Johnson not running right

Need help.......1963 40 hp Johnson motor model RDS-25D is not running right. Bucks or jumps no matter what speed when in gear. Does not do it in reverse. Is very hard on fuel and not sure if this has something to do with the problem (6 miles to 4 gallons of gas). Disassembled prop to check gears and they appear to be intact. Roughly how fast should this motor move a 17' fiberglass Lonestar boat? At first we thought the motor mount was loose and was jumping when moving. It is almost like the gears are slipping. Any thoughts would be appreciated. The motor jumping happens approximately every 6-7 seconds no matter the speed.

The gears are slipping...sort of. The clutch dog and probably also the forward gear are worn out. It is coming out of gear, rotating half a turn and slamming back into gear. Extremely common.

Thanks for the reply. I am not saying i don't belive you, but the day befor it was fine.Is there any other lower unit i can use because the gears are expansive if you can get them. what about the gas milage
