Got it all back together and idling without the choke. I think the debris in the high speed jet was the issue. Put the extra fiber washer in the needle valve packing also. Running it in a trash can got it to idle fairly low. Put the cover on and it started running rough. Richened up the mix and it ran better. Didn't see any smoke coming from under the cowl area, but I mixed the gas a little more oil than normal because it hadn't run in a while. I think I wil wait and try to fine tune it on the water. Thanks everyone that showed me what to do. It is greatly appreciated. One more question. What do you do with the skanky water left over in the trashcan???

Try to minimize the time run in a barrel because the 9.5 engine will ingest the exhaust and run poorly due to the low profile and other problems that are not usually noticed on open water.

You might want to use a biodegradable TC-W3 oil like Pennzoil 100% synthetic so that the waste excess oil doesn't do any more environmental harm than necessary.

If you let the water in your tank set awhile, most of the oil will float and can be skimmed off for disposal.

More oil will be burned off in normal running if the thermostat is functioning properly. This will also reduce carbon build-up and fouled sparkplugs.

The water does get pretty skanky eh! I use a bilge sock. They use em on sailboats in the bilge. It just sits there and soaks up the sludge. Then rotate em every so often if you're running em a lot.

Your in for a dissapointment if you think it will ever idle perfectly..Not trying to burst a bubble, just setting realistic expectations. My 9.5 is a 1970 with a spotless carb, new re-built fuel pump ( not a job for the weak of heart) , 85 lbs compression each Cyl. new fuel lines, plugs and wires, and the damn thing still idles and skakes like a dump truck in a barrel or on the water. I guess it is par for the course with these particular motors..But..It will troll for hours noisily. Good Luck.

Nor really, I have six of them that run OK. The main thing is that they have a series of supporting parts that hold the motor inside of the exhaust housing. If those supports are not functioning or non-existent as in the early years, the motor will shake no matter what you do.

The upper fron rubber mount (part #380963) is the worst one to have go bad in terms of shaking.

Over time the rubber in those parts will plasticize and no longer provide the cushioning that they once did.

I've borrowed Iwombat's picture for the thumbnaill. Missing from the picture are the port and starboard vibration dampers which appeared on the motors around 1968 and up.

Latest update. Took the motor to the lake this morning and adjusted the carb out. Runs really well. Will push my 12ft alum loaded with trolling motor and battery and gear 18 MPH per the GPS. My 10 HP 55 will only get me 17.5. My 55 seems to have a better hole shot though for whatever reason. This 9.5 will get there but seems to take a little longer to get wound up. Got it to idle pretty well. Not too rough. It won't quite start on the first pull like my 55 but will within three. With a little more running it might get better. I am also running a little more oil than usual also. Thanks to all who helped me get running...
