64 9.5 sea horse coughs at idle

Was given tis 1964 johnson 9.5 and it was not getting fuel so replaced fuel pump with new one and cleaned carb and installed kit can get it to idle but it is not steady and coughs.thinkI maystill have problem with carb?

Thanks for the help just got back from a test run and run great could be a litle stronger I think points and condencer and plugs
