64 Evnrude Big Twin 40 hp Compression, and missing pieces???

Just bought this for $100 bucks, not sure if I just purchased a parts motor as it seems like pieces are missing. Can anyone identify what is missing from the pics? I am completely unfamiliar with this motor. When I bought I did compression check with both plugs out both cyl are exactly at 95psi, is that adequate for this motor. Can I expect continued use with a restore/tune up? PO said it ran before it sat. Pistons and cylinder walls look to be in fine condition with exception of some minor carbon build up.

Any advice/wisdom appriciated...

1. The vacuum cut-out witch is missing.

2. The starter safety switch is disconnected (because of #1)

3. The automatic choke heat tube is missing

4. The automatic choke is missing also. So the missing heat tube doesn't matter much, does it?

Yes, it looks like it has been converted to a manual choke. I have the parts manual if you want it, it would help see what you're missing. If you want it, PM me your model # and email address.
