What do you mean by "throttle" the engine?
Have you done the basic checks, compression, spark and fuel delivery?

Do you know what your idle speed is when it is in the water? Low idle speed will cause the problem you are describing.
The water pump should not cause any idleing problems unless the engine is overheating. Running on muffs will mask a bad water pump because water pressure will bypass a defective impeller.

I have know idea what my idle speed is. it idles fine in gear but when i give it gas is when it stalls. so wail i'm in gear and give it gas, if the water pump is bad will that make it stall? thanks you so much for the help i just want to have a good idea of what the problem is before i sink to much money in to the motor.and to make sure that it is worth it. :)

A water pump will not cause it to stall unless the pump is not working and the engine is overheating.
If you have good compression and spark, it sounds like it is time to overhaul the carbs.
