ok my 40hp electric shift served me well last year
when i got it I found a crack in the lower end that JB welded for the season now I'm not sure I will be getting it welded before summer or not . At the end of the season for me I drained the fluid from the bottom end. it was the color of rootbeer foam so I'm thinking water is still getting in someone said it could be from behind the prop. is it a seal behind there or a Oring ? is it hard to change? I have a line on another motor of same vintage but can't get it till june or july and i will be back in water before then . so any advice on trying to keep the water out would be good

Yes there is a seal at the propeller shaft. There is also another one on the drive shaft, below the water pump.

EDIT: Go to http://shop.evinrude.com/ and navigate to the 1968 model. That's as far back as they go, but it is the same lower unit as you have. There you will find an exploded parts diagram.

You also may want to have all the oil out of it and have it pressure & vacuum checked. That way it will take all the guess work out of where the leak is.

Often ignored are the fill and level plug seals. Water can and does get in if the seals are not replaced at service.
