Will a burnt up water pump impeller keep an engine from cranking? Is there any kind of water flow switch to protect the motor from running that could be faulty? I've replaced pretty much all the electrical stuff like the coils, condensors, points, plugs.

Is the waterpump bad, or do you suspect it may be? If it is a known "bad" then the motor may have already cooked at some point in the past. This could result in scuffed pistons, stuck rings, low compression - which in turn makes the motor hard to impossible to start.

Start your debugging with a compression test. Numbers should be on the plus side of 75psi and within 5psi of each other. Every gauge is different, so there is no set "good" reading.

Points are gapped at .020"? Spark is good and hot? Plugs are Champion J6C or J4C (or brand of choice equivalent). Fuel system is spotless? Carb MUST be removed and disassembled to clean it properly - cannot be done with a can of carb cleaner sprayed on an intact/in place carb.

If you're just trying to pop it over to determine if it's worth replacing the impeller, check the above things and go from there...
- Scott

b22smith,

The engine does not "know" the condition of the water pump. It should start and run fine. It will do so with a bad pump until it destroys itself. One you get it running, you should be able to touch the top cylinder head, without burning yourself.

Follow the instructions above. Use ONLY Champion plugs, in that engine, for best results.

DO NOT use starting fluid in that engine. You can mix up a 50:1 solution of gasoline and TCW-3 rated outboard oil, in a spray bottle, for introduction into the carb. throat, in place of starting fluid.

Hi, Smitty.

Stop replacing stuff and find out what is wrong.

Go to the FAQ section and follow the steps in "Outboard Wont Start".

Let us know what you find.

Good luck. :)
