If it's just 2 cycle oil (like what would come out the exhaust) then yes, the hole is just a relief for the water, and oil/water will come out of it that is left in the motor.

There are gear oils seals one for shift shaft and one for drive shaft in lower unit.
Is this a new motor for you? IF can change the gear oil in lower unit and see if have water in oil.

I have 1967 sport four 60 hp myself , had put new seal into.

Go to dealer , they can tell how much gear oil and kind recommended.
There are two screw on bottom of lower fill and drain , which at bottom make sure you replace the nylon washer seal on the fill and drain screw. 30 cents at deal keeps the water out of lower unit.
