69 6hp evenrude not getting high rpms.

Just got this 6hp evenrude going and took it out on a 10' pond prowler. Engine ran fine but I couldn't get it to to get high rpms in gear, and it goes a lot slower than I was expecting. I'm thinking its prop related. It has a 8×7 three blade on it. I think stock is 8×7.25 two blade. Do u think I would get higher rpms with the 2 blade?

What is the max HP the boat is rated for ? If motor is healthy, seems the boat has too much hull drag, the motor is underpowered, it's badly trimmed or with a hub on its way to become fully spun ? Without wot rpm readings won't know if motor runs inside the min-max wot rpm range factory stated. Ear tach is No Bueno...

Does the boat plane out? The props are nearly the same. Have you verified the motor is running on both cylinders?

8x7 3-blade was standard in the 1970's. Optional OMC props were a 3 blade 5" pitch and a 2 blade 7".

The optional props should surely increase rpm, but you still need a tach.
