What kind of boat is it? Why do you think it needs strengthening? What do you mean by re epoxy the entire hull? More details needed.....

Its a crestliner trihull. Its an old boat been sitting outside for at least 5 years that i know of, and im just concerned about the integrity of the fiberglass. My plan was to sand down the underside of the boat and maybe brush on a layer of 2 part epoxy to fill in any stress cracks and stiffen everything up a bit. I live by water that can get a bit choppy at times and i dont want it to crack or break the boat. This is a first time boat project for me so my knowledge is limited to teaching myself along the way

No, you dont need to do that. You need to check the wood core on the transom, stringers, and deck if there is one. Those areas can be reinforced with additional cloth and epoxy if they are in need of replacement, or show delamination. Epoxy coating the entire hull without cloth will do little to help stress cracks anyway.

Sitting for years doesnt weaken the hull, sitting with water in it rots the coring if the encapsulation is poor.

Your fiberglass is most likely good

Your wood structure is guaranteed to be rotted
