'69 Evinrude 85hp v4 - starting issues - ? on test in manual

I can get this engine to crank but not start. <br /><br />I began performing tests in my repair manual for this outboard. One test calls to test voltage between the #8 (terminal to amplifier) or #9 (terminal to keyswitch) terminal post and the engine block ground. I get no voltage here. <br /><br />I tested from the #9 post to the battery connector on the negative terminal, and I got a proper reading (14.5v). I then tested the positive terminal connector at the keyswitch to the ground at the keyswitch, and also got a proper reading.<br /><br />The manual also calls for testing between the swtich and the starter solenoid, and between the starter solenoid and the battery. I don't have long enough leads to perform these last two tests, but the starter cranks fine and I get proper voltage from the starter to the engine ground.<br /><br />Could there be some kind of grounding problem that's causing me not to get any voltage reading from the #9 terminal post to ground? <br /><br />Also, the manual shows that there is supposed to be a jumper from the #8 to the #9 post, from the #1 to #2, and from the #3 to #4. I see no jumpers on the terminal board.
