69 Johnson 40hp not running on top cylinder

I have a 1969 Johnson 40hp Model # RDS-29E top cylinder is not running. I have went thru all the Ingition system replaced Points & condensors, plugs, wires, yesterday and did a compression check: bottom cylinder had 90psi, top had 100psi. I also did the decarbon twice for the fuel system, swapped the coils and reinstalled still not running on the top cylinder. tested the cutout switch and damaged it in the process so I installed a new one. also had questions on the ingition switch and replaced it as well. double checked my work and everything is as should be. I am stumped and ideas would be more than helpful.

Is it spitting back fuel .If so it could well be a reed problem.

It does not seem to be spitting back fuel however every so often it does seem to "POP" or hesitate assuming that would be normal due to only 1 cylinder running.

After a second inspection there was a very small amount of fuel spitting back, checked the cylinder and not much fuel, so after removing the starter and carb i noticed 1 of the bolts for the carbs back butterfly was missing and guess where it was... wegged in the reed, put it all back together and guess what 2 cylinders are running now.
