7.5hp wont go past half throttle

Hi all,
as above, I cleaned the carb and it doesn't make a difference, it starts first pull,it idles fine goes up to half throttle fine but anymore and it bogs downs then dies, the choke doesn't make any difference there so im guessing I can rule out the carb? and start looking at the ignition? can anyone help with where I can start off please?

Check the ignition, maybe timing is way off...

Sorry if this sounds thick but if the timing is off would it even start and run etc?

cool, thanks for that, it had buhw which i believe have a different gap, could that stop it going past half throttle under load? in a tub of water it revs up fine in gear, just doesn't when on a boat, haven't tried with the right plugs yet, any ideas if the plugs could be the cause?
