Actually, I'm kind of impressed that it is going that fast now. But as racerone said, check the spark. It almost certainly is running on one cylinder and you need to isolate and fix the reason. Could be as simple as a spark plug, or much more serious.

Ok I'm gonna get a compression tester and a spark tester from the store and see if I can get a spark. Hopefully it's just as simple as fouled plug or a broken coil.

twas the coils. they were cracked super bad. i changed the pump in the beginning and it made a small increase in speed then i thought what the heck might as well pull the flywheel and low and behold they were both cracked severely. replace those and went for a test ride and she was back and no surging like it did before.
