70 hp only runs wth choke on

I have a 1975 johnson 70 hp. It starts fine and idles well, but in the water it won't run without the choke on. Even at that, it only putts around, try to go full throttle and it dies. I'm hoping its the fuel pump, but would like someone elses input. Any help would be appreciated, Thanks.

To test fuel pump, make sure engine can't start and crank engine with fuel pump output line disconnected. You should get long, strong fuel pulses as you crank. If not, fuel pump is bad.

I suspected it was the fuel pump from previous experience, wth a 9.9, have to try test and see. Thanks.
