70hp evinrude shifting problem

forward works great, when trying to go to reverse shifter jumps cannot get in to gear. I can force it in hard, or start motor in reverse it works. It is not in linkage or cables, seems that something is not just right in the foot? Is there a way to adjust on top of the foot under water pump?? make sense?? thanks guys....sam

what year?
how can it start in gear? it's supposed to have a neutral safety switch.

Are you saying you can shift into reverse with the engine off, but not with it running?

There isn't an adjustment in the lower unit.

If you disconnect the shift lever from the cable (starboard side of the powerhead), can you shift it by manipulating the lever?
You checked the shift rod connection under the bottom carb?

this is an old 70s model green motor. No controls attached I straight wire start.

Dont force it. Is this a electric shift motor? AIt could be worn reverse gear.

all the 70 hp motors are mechanical shift
