70hp evinrude stalling out

i bought a 17ft bass tracker with a 70hp evinrude, it had set up for a year and not ran during that time. i put it in the water and it fired right up and idled but when i went to take off id stalled out. so i changed the fuel line from the tank. it still did it, so i took the carbs off and soaked then over night in carb cleaner and replaced the fuel hoses. it ran better but sluggish on take of and didnt fum full speed. i changed the spark plugs and put some sea foam in the tank. after this i put it back in the water and it took off like a scalded ape but after a few minutes it started slowing down. i backed off the throttle and gunned it again it ran at top speed then slowed down a little and every few second it would act like it would free up then get sluggish. any suggestions on what i need to do. maybe take the carbs off and soak again

i am in the process of selling it and want it running right before i sell it to this guy. like i said through the process of elimination it has to be something with the carbs or fuel but not sure what to do next.

Sounds like it's running out of fuel in the high speed. I'd remove the carbs and get rebuild kits for each carb and thoroughly clean each one and rebuild them with the kits. TD has a nice write up on carb cleaning in the top secret file at the top of the page I believe.

ok thanks. that what i was thinking, i heard maybe even the tank vent maybe not venting right.

That is also possible. if you have a small gas can, make up some pre-mix in it and take it for a spin. See if it goes away. My boat has a 13g removable tank, so it's pretty easy for me to switch tanks and see what happens. It sounds more like the seafoam and soaking in carb cleaner is working on breaking up whatever it is causing the blockage though, and that's why I'm going with clean and rebuild carbs.
