Idle speed on all Force 3 and 4 cylinder engine is 700-750 RPM IN GEAR, in the water. Don't know exactly with the 70, but again, all Force 3 and 4 cylinders were rated to run in the rpm range from 4500 to---- Your 70 might be 4500-5000 or it could be 4500-5500 WOT. Rated HP is probably developed somewhere around 5000. 5500 would most likely not hurt it.
