The answer is yes. Drop the lower unit and then try. If it now turns, the lower unit is locked up. If you still can't turn it over the power head is seized.

When in neutral the prop should spin freely, and you should be able to turn the flywheel (much easier with spark plugs out) and the prop should not be spinning as you turn the flywheel. If you think the powerhead is messed up, pull the head off to inspect. It sounds like both head and gearcase are messed up.
