I am trying to diagnose whether I have a failing fuel pump or if there is another problem? Should there be any measurable pulsing in the impulse hose to the fuel pump?

No! you need a low reading pressure, or vacuam guage to measure The pulses, those pump's only deliver about 1-1/2to 3# pressure.
