Turning throttle will achieve maximum RPM in reverse or neutral, but in forward, only about half speed is reached. The engine will occasionally stutter and get to a higher speed for a split second only to go back to a slow speed. Any Ideas? From looking at other messages posted, I'll check out the return spring on the throttle plate shaft but any other suggestions would be appreciated.
