71' Johnson 9.5 Wont Idle - Water leak by pull start spindle

Just picked up a 71' Johnson 9.5 and I finally got around to testing this motor in a barrel. Before I tested it, I replaced the water pump, cleaned carb., and new plugs. It started on the first few pulls and I noticed it would run smooth at medium to high throttle in neutral but when I lowered the throttle down to idle speed it would cough (jerk) and die. I only ran it with the motor cowling off and I also noticed there was water dripping from my pull starter spindle... What would cause this water leak? Exhaust leak? Would this cause the motor to not idle? Thanks!

Did you get the static setting on the low speed needle correct, 1 1/4 turn out from lightly seated?
The only thing I can think of that will get water around the recoil starter is a defective gasket on the exhaust cover.

Go to shop.evinrude.com and look up your mtr. Go to the rewind starter and look for part # 9 which is a gasket which is probably leaking. Yeah I know, goofy design.

the top of the starter plate has 3 bolts, there is a rubber round gasket that blocks the water port at the top, you can cut your own out of any standard rubber gasket material,

I took the rewind spindle off the motor today and that gasket (which I had No idea was there) looks pretty used! I will replace it and see what happens. Thanks a million guys! This would have taken me forever to find this without this forum. Thanks again!
