73 50 hp still wount turn off

I have 1973 50 hp johnson that wont turn off. I replaced the ignition switch last year and have tried a couple different wiring diagrams and i got the automatic choke working but it still wont turn off
This problem happened last year after swapping the motor from my old boat to my new boat but i have checked the ground wires a few times and just cant find anything wrong.

Remove spark plugs, have key in OFF position, check spark just to be sure spark exists (if engine doesn't shut off, spark should exist).

Disconnect black/yellow wire leading from engine wiring harness to powerpack, then ground the powerpack end of that black/yellow wire to ground somewhere on the powerhead.

Check spark again.

If spark still exists, the problem is between that wire and the powerpack..... either the powerpack itself or the black ground wire from the powerpack to the powerhead ground.

If now no spark exists, the problem is between the wiring harness black/yellow wire and the ignition switch.

Let us know what you find.
