Does the flwheel have to spin at a certain rpm before the voltage is supplied to the power pack on the 2 sense wires?

engine has to turn+-300 rpms to start, so i would say yes.

Here's another question.
I have two cranking batteries that run to a perko switch. I left the lights on by accident and drained both. Can I attach the charger to one battery, flip the switch to all and charge both, or should I leave the switch in off and charge one at a time. Fyi, they are not the same brand or size but both are cranking batts.
