74' Johnson 115 wont shut off

Couple of problems... Im getting this outboard back running after sitting since 2002. Replaced impeller and fired motor up but it did not pump water. I've pulled lower unit off several times trying to figure out why. I think both tubes are clear, i blew air threw them. The other problem is that the motor will not shut off. Thought maybe it was bad power pack so I changed that but same thing. Any help is appreciated.

Are you using muffs?
Check that when you turn the key to off the black yellow wire from the power back has continuity to ground. Your ignition switch may have gone, or that wire may have snapped somewhere along its course.

Ok so I have continuity on the black and yellow wire. Bad switch?

Yes, I tried on muffs and in a tank. any ideas why nothing is circulating

Whatd you do to check continuity?
How high was the water in the tank above the anti cavitation plate?
Did you make sure you have the right impeller key? The wrong one seems ok, untill you start the motor up, but it just wont turn the impeller when rpm increases.
check your telltale isnt blocked too

I used my digital multimeter
Just barely above the anti cavitation plate. Should it be higher?

Put a different keyed switch in from my parts motor today. Fired it up to check things out and still have same problem. Stuck my hand on the two water outlets on back of motor and got shocked. So is it safe to say that the black wire with yellow tracer is shorting somewhere. Im at a loss. Not real sure where to go form here. Still not pumping water. When it first fired up it blew some smoke out the two vent in back but no water.

I have continuity all the through black/yellow wire from switch to power pack

Does it have continuity to ground at the wire at powerpack when switch is in off position?

Getting there!
Open up your control box or pull out the switch, check why there is no ground happening. There will be a wire grounded by being screwed on to the control box. Check that has continuity to the switch.
Sometimes that wires comes off or snaps internally

Ok so I put a new ground wire from key switch to ground in the control box. I have continuity from there to the power pack, but not to ground terminal on motor. So basically nothing has changed but I switched out that ground wire anyway. Any more ideas? By the way thanks for taking the time to help. Im determined to get this issue solved. Then onto the water pumping problems.

What about control ground to ground on engine

Progress, Sounds like your engine ground to control is bust

Run a jumper cable from engine ground to a ground on control and retest.
That should do it

I think you should clean your engine batt ground connection too

Ok jumper cable gave me continuity everywhere I needed it. Going to run to parts store for some wire and I will get a new one ran tonight. Thanks so much for the help.

Great, get tinned marine wire if possible, a couple more dollars but lasts much longer
