You may need to take the tiller handle completely apart and clean it up. Remove the screw that holds the twist handle, while slightly pushing on the twist handle, then remove the metal band that has the selection settings on it. Once the band is off, you'll see two small slot head screws and one large one at the base. Remove all three and the tiller handle will come apart. Some tiller handles have plastic bushings, that the shaft rides in, if that's the case, then they need to be removed, so you can scrape the corosion out of the holes. If it has the brass bushings, then just clean them up and re-lube them.
