If its only a year old it shouldnt have too much trouble starting. Did you check all the "oh, duh" stuff like any closed fuelcocks, make sure the tank is full, make sure the tank vent is open, make sure you pumped the priming bulb until hard, make sure the engine is in down position, etc? If choking and trying some throttle while starting doesn't help, my universal system for checking any engine (car, boat, lawnmower, weed wacker, whatever) is to pull a plug and check for spark. If it's got good spark (on all cylinders) try some starting fluid into the carb or directly into the cylinder while you've got the plugs out. If it then feels like it really wants to start or it actually starts for a few seconds and dies you most likely have a fuel delivery problem. Gas is cheap so dump the tank and inspect all the lines and fittings... If all that checks out focus on the carbs (although at 1 year old they shouldn't need service).
