76 9.9 wont start any help guys

First things first i cant get my pull start to retract once it has been pulled. then i cant even get the dagum thing to start.any help on either of these .

Let's start with a little history on the motor. As far as pull start, spring either broke or came out of the lower housing lock. Look for a slot with an eyelet, the lower cup usually bends over time and the spring let's go.

first fix the pull starter,you might be best to just order a new spring,BE CAREFUL,those things are dangerous,you can search for instructions on installing a spring ,its not that hard,more danger than hard,as for starting,if your not getting a GOOD PULL on the flywheel,it may be thats the probllem,not generating a good spark,but ,also check the wiring to the kill button,if it looks OK,disconnect the button ,try starting,the buttons go bad preventing spark
