doesn't seem to be getting full rpm's, changed<br />plugs to the right #ul-81j----is there anything<br />else that could hold it back----

Lots of things COULD hold it back, if it is really being held back.<br /><br />Give us more info, and get a manual.<br /><br />Good luck.
