Thanks to all that helped me with this motor. Hooked her up to gas and water, turned the key and she fired up great with some encouragement from the fast idle lever. With a bit of adjustment idled extremely smooth at 550 RPM. However, the impeller was fried when I got it so I'm rebuilding the pump this weekend so I can run it longer than 5 seconds. Water pumps are one thing I'm good at fixing though!
Anyway, for those who are having trouble with an inlines, this is what I did to get this motor running well.

-Cleaned and rebuild distributor. A dirty cap or cracked one will screw up your ignition bad. Check even if it looks good on the outside. Clean up the little contacts inside the cap, I used very fine emory cloth.
-If you have the "back drag" carb, put a BB in the line running from the jet across the carb to the opposite side. This disables the feature that leans out the mixture at high speeds.
-Make sure the engine is timed right. Mine is set at 3degrees ATDC at idle, 5degrees pickup, and 21 max advance.
-Make sure the covers that cover the carb throat are tight enough to provide a good seal for the choke plates, but loose enough to allow them to travel.
-Make sure all carbs are set equally...the top carb on mine was set about 1/2 the way open at idle, middle about 1/3 and the bottom closed...weird stuff.
