'77 35hp Johnson Lower unit help

ok guys...i have changed the water pump twice on this thing before with no serious problems or anything...now all of a sudden I cannot get the dang thing back on...In the pic that's as far as it will go...It feels like the water tube is in the spot it's supposed to be and everything, im stumped tried for a couple hours before i got frustrated..Im going to the coast on thursday so I'd like to get it fixed by tommorow so i can do a test run. THanks for the help or suggestions anything maybe a trick!

you can try to turn the prop while pushing the lower unit up,or play with the gear, but my gut tells me that your water pipe does not sit right

well I ended up getting it up there by spinning the flywheel and lining up the splines...Now the pee stream is still weak! also when i start it in neutral of course the prop spins! the engine is engaged in neutral for sure. It feels like the water pipe to me feels right it doesn't "wobble" or move back and forth it feels like it's in the little hole it goes in, but im no expert. Any ideas are appreciated.
