77 evinrude 140 ball wont get hard

I have replaced the bulb and all lines after the bulb, I also replaced the connection from the bulb line to the boat hull, I don't understand why its not getting firm I can feel the fuel running into the bulb and out.

Unless fuel is (flooding) thru the carburetor(s) or thru the fuel pump diaphragm, the inlet valve of the primer bulb must not be seating properly. Try holding the primer bulb in a vertical position with the outlet pointing up.

Some of the newer bulbs have a pressure relief that will not allow you to over-pressure the carb, these will NOT fell 'hard' but they will feel 'firm'. Check the package labels and you do not have to squeeze like the 'Incredible Hulk'.

it will get firm if I hold the ball in the verticle possition, so do I just need to pump it like that or is there something wrong? Or is that how its supposed to be done? Thanks guys!

Simply just a weak faulty intake valve on the tank side (it happens). Since you're just going to prime that bulb on the initial start, it's something you could live with. The alternative is to remove and inspect the valve, or buy a new valve, or return that bulb to whereever you purchsed it for a replacement bulb.
