Try a plastic panel tool to get under the splashwell lip. If you can move the nail head out just a bit, you could grab it with some vice grips and pull it the rest of the way.

If you get the plastic ones, all you have to do is cut the tube to length. If you get a brass or aluminum, you would need to flare the outside. I've only used the plastic ones.
