'77 Johnson 115hp Reverse problem/No throttle

So my motor runs fine going forward from neutral all the way to WOT, but it lacks any actual power in reverse. I have a very hard time even getting off the trailer if there's any wind/waves. The controls are Evinrude, and the lever goes back about 3/4 of the way but hits a side cushion and can't go any further. Still, with the amount it does go back, i should have more throttle than i do (less power than the first "click" in forward, even with reverse pulled 3/4 back). Is there an adjustment on the throttle cable that i should check? Are there 2 throttle cables total, 1 for FWD and one for RVS? I always figured i'd have to swap out the controls for a shorter lever, but a friend told me there "should" be an adjustment somewhere to determine the amount of throttle given in reverse gear, that doesn't affect forward throttle. Is this true?

most time (every one that i have seen) there is 1 throttle cable and 1 shift cable.
You can change the throw and cable positions by adjusting cams in your control box, and you can adjust center at the cable ends.
if you reverse and run into a cushion before getting the power you want, I would say that the cushion is likely the culprit. you may find that you can change the mount location for the cable as it attaches to the control box lever and remedy this though.

look at it, take a picture or 10 if the answer doesn't just pop out at you when you look at it. then post pic and ask for further guidance. I think most likely it will make sense to you if you have someone move the controls while observing the effects on the cables at both ends.
