Just got this boat and has been sitting for appro4yrs
everyone says that it has a tilt I cant seem to find it?

there should be a small lever to the left side at the top of the leg unless its broken off like mine has, but it might be stuck if its been sitting so it might take a bit of persuasion! But it definatly will have a tilt

Need to be in forward gear for the tilt lock to unlock. The tilt lock hooks hook over the tilt adjustment pin, and sometimes stick. You might need to lubricate the tilt lock actuating rod, which comes up out of the gearcase.
