78 Evinrude 70HP Carbureter help -- I did something wrong.

so, I know just a little about outboards but apparently not enough. I thought i would save money buy rebuilding the carbs myself. I pulled the 3 carbs off the engine, rebuilt them, and put them back on. However, I'm apparently missing something because the butterfly plate will stay open if you push the throttle up and then back off. If you close it by hand then it will close back up but it isn't closing up by itself. Basically, if you put it in one position it stays there until the throttle pushes it open more. It seems like there should be another spring that closes the butterfly when it's not running full throttle?
I cranked the engine up but it seems to be running at much higher than idle.
I am posting a couple of pictures so you guys who know what you are doing can probably see right away what I did wrong.

On that third picture, that spring on a spring doesn't look right.
