Starts fine, idles fine, runs full throttle fine for the first coupel of minutes, then bogs down to about half throttle, unless I work the choke about half way out. Also noticed fuel dripping from the carb area under the cowl. Where do I begin. Thanks, Yellowcat

Get yourself a service manual from either Iboats, or borrow one from the library, or order an OEM manual from one of these places:
TheOutboardWizard
Mastertech
Marine Engine
Ken Cook
(Check ebay too. - I only see a '76 9.9 service manual there right now though)

Then order yourself a carb kit (PN 18-7223) from NAPA autoparts, or Iboats (click here)
Or get one from your local Johnny/Rude dealer. It's a different part number, and it includes a new float which the aftermarket one doesn't.

Then rebuild that carb. It sounds to me like you've got a leaky needle and seat, causing your carb to flood. If you squeeze the primer bulb, does it cause the carb to flood? In other words does gas drip from it's throat?

I hope this helps!
