78 Evinrude, Four Winns Fling with half power

Info:

Boat: 1995 Four Winns Fling
Engine: 115893C - 115 HP
Cylinder Compression: 135 psi (all 4 cylinders)

I have changed spark plugs, replaced one power pack, replaced a plug coil and cleaned the carbs. To no avail I can not reach full speed. I don't know the RPM's that I run at, but do know that at WOT I can only reach 15 MPH. I am currently getting ready to replace the other power pack and 3 plug coils. Does anyone have any ideas as to what could be causing my decrease in power/speed.

to find out if you have plenty of gas to the motor have the boat in the water at WOT and push the shoke in just for a sec. if the motor speeds up you have to clean the carbs

Use an inductive timing light to check spark on all four cylinders while at WOT, if you have spark on all cylinders you most likely have a fuel problem. Over haul the carbs and pay attention to the high speed orifices.
