78 JOHNSON 115 TACHOMETER PROBLEMS

I'm not sure if this is the right forum to post this so let me know if it is not.
I have a, relatively new, tachometer gauge mounted in the dashboard of my 82 Ranger that is doing some very strange things: when I turn the key on at the motor's remote control the needle on the tach will climb slowly until it hits about 3500 RPM. Without even engaging the starter! When I turn the key to OFF, the tach needle will stay somewhere between 3000 and 3500 rpm
When I cut the power at the PERKO switch, the needle drops, suddenly, to 500 - 1000 rpm. Finally, when I restore battery power through the PERKO, the needle drops to 0! Turning the ignition key to ON starts the whole sequence again.
ANY ideas??
