'78 Merc 1400 cranking motor Bendix gear

When I try to start this motor the bendix gear doesn't "climb" to grab the flywheel. I've looked in my Seloc Manual and they say a common problem is a sticky shaft.... Ive cleaned the shaft but it still doesn't operate smoothly. I tried to remove the drive gear as stated in the manual...raise the gear, put a wrench on the gear nut and remove the end shaft nut. Problem is ...when I attempt this all I hear is a clicking noise from within the gear, then the gear hangs in the up position and I have to tap it back down. Cranking motor spins great!!

Ed,

Do you have voltage to the starter itself?

I usually put some light oil on mine.
