78 merc 70 hp hard to start

i have a 1978 mercury 700 70hp when it does start it runs fine but getting it to start is the problem ive had it in the shop and only thing they could find was a weak coil replaced it didnt help it seems as though its flooding out the plugs are soaked if i check them actually 2 plugs are really wet and the top plug is damp somebody please help

it could be a carb problem, i just hold the choke and turn the key for about 4-5seconds and it goes everytime with the warm up lever at about half
